Mr Sachin Chheda is director of the Fair Elections Project, a nonprofit, nonpartisan group that recently convinced a federal three-judge panel to declare Wisconsin’s legislative district maps unconstitutional on the grounds that they are the product of partisan gerrymandering. The Court based its decision on evidence of a large “efficiency gap” created by the redistricting plan.
